NORA Chairman Trey Moore Named 2024 Paddler of the Year for Leadership in River Recovery and Public Access

The Eastman, Tennessee Eastman Hiking and Canoeing Club, and the Appalachian Paddling Enthusiasts have named Trey Moore, Chairman of the Nolichucky Outdoor Recreation Association (NORA), as the 2024 Paddler of the Year. The award honors Moore’s outstanding leadership in disaster response, environmental stewardship, and ongoing efforts to restore public access to the Nolichucky River following years of disruption.
Moore was instrumental in coordinating humanitarian response efforts in the wake of the devastating hurricane that impacted the region—organizing supply runs, assisting in search and rescue operations, and supporting isolated communities through critical recovery efforts. But his commitment didn’t end with immediate relief.
In the months that followed, Moore emerged as a central figure in the fight to protect the Nolichucky River and its surrounding public lands from the impacts of the railroad rebuild. Under his leadership, NORA and its allies helped secure common-sense guardrails on the project and critical protections for the region’s natural resources.
Importantly, Moore has been clear that this advocacy was never about opposition—but about deep love for the Nolichucky and a determination to ensure its legacy endures for future generations.
“The fight to protect the river was never against the railroad,” Moore said. “It came from a place of care—for the land, the water, and the people who depend on both. I applaud CSX and our regulatory partners for working toward solutions that preserve infrastructure and protect what makes this place so special."
Now, Moore and NORA are focused on the next phase of recovery: the restoration of public access to the river.
“A return to recreation is a return to normalcy,” Moore said in his acceptance speech. “Getting people back on the river—public paddlers, private boaters, commercial outfitters—that’s a vital part of our recovery. The river is a place of healing, joy, and connection. It’s time. Access for all. Access now.”
As Chairman of NORA, Moore continues to lead the charge alongside a growing coalition of paddlers, residents, and outdoor advocates across the region. His recognition as 2024 Paddler of the Year is not only a personal honor, but a reflection of the strength and spirit of the entire Nolichucky community.
“This award belongs to everyone who’s shown up, spoken up, and paddled forward with us,” Moore said. “We’re not finished—but we’re united, and we’re moving toward a future that’s brighter, more inclusive, and more connected than ever.”
